CITY OF PIQUA RECORDS COLLECTION

 

INTRODUCTION

 

The City of Piqua Records Collection was delivered into the possession of the Flesh Public Library in 2002.  The rough sort of the documents was completed in 2005 and the formal processing and accession of the collection into the archives of the Piqua Public Library was completed in August of 2011.  The collection is housed seven Hollinger boxes and forty-one Gaylord 15x12x10 boxes and one 13x10½x5 box.  The boxes contain 1539 files.  There are also thirteen books in the collection.  The dates in the collection range from 1909 to 2000.  The control of the records has been transferred to the Piqua Public Library.  The records are public records and as such access to the records conforms to the requirements and dictates of the laws of the State of Ohio.  There are no known restrictions on the use of these records.

 

The collection is part of a large cache of materials placed in moving vans for storage in 1999 at the time of the construction of the current Municipal Government Complex.  After the building was completed the records were taken to the City Street Department Storage Facility on South Main Street where they were randomly stacked and/or piled together.  The records were without order or provenance as folders had been pulled from file cabinets and packed in boxes without listing or without a logical order.  Because of this the sources of the records cited in the collection are based on a reasonable judgment and not on specific listing or documentation.  The records in 2002 were in danger of immediate destruction.   The records in this collection were obtained as a salvage operation and only a small percentage of the records were saved.  The remainder of  the records were destroyed.

                                                The function of both organizations was to organize, advertise

                                                and operate the various scrap and salvage drives.  Any funds

                                                netted from these drives initially went back into the

                                                organization to cover expenses.  After the war ended the

                                                committee began to disperse its excess funds to charitable and

                                                community organizations such as the Boy Scouts, various

                                                schools, the Hospital Building Fund and the Veterans Memorial

                                                Home.  The organization liquidated its funds on February 18,

                                                1947 and ceased to exist.

                15           Petition for Referendum of Ordinance No. c-133 of the City of Piqua,

                                                Ohio,  Passed July 18, 1932 – The ordinance to be put before

                                                the voters was to issue bonds to build the Municipal Power

                                                Plant and purchase the distribution grid from Dayton Power &

                                                Light Co.  The committee responsible for circulating the

                                                petition consisted of:  Wilson W. Wood III, Alfred L. Flesh,

                                                Stanhope Boal, Walter J. Decker and John Vallery.  Dates on

                                                the petition are all listed as August 1932.

      SUB-SERIES V G:  Piqua Memorial Hospital / Piqua Memorial Medical Center / Upper Valley Medical Centers reports, correspondence and Task Force materials.

NOTE:  In 1905 a hospital was opened in Piqua based on a gift from Mrs. Julia Ball Thayer and was initially known as the Ball Memorial Hospital and later as Piqua Memorial Hospital.  The hospital served the City of Piqua and surrounding areas.  The hospital was owned and operated by a board of twelve trustees.  In the 1980’s the trustees of Piqua Memorial Hospital, the trustees of Stouder Memorial Hospital and Detmer Hospital combined into the Upper Valley Medical Centers.  In the early 1990’s Upper Valley Medical Centers began a movement to close Piqua Memorial and Stouder and build a centrally located medical center in the Piqua-Troy area and affiliate it with Miami Valley Hospital.  The storm of protest created by these proposals led to the creation of a Piqua-Troy Community Task Force in 1993-1994 to study the situation.

The mission of the Task Force was to “determine if it is feasible to keep Stouder Hospital and Piqua Memorial Medical Center in operation and maintain the financial viability of Upper Valley Medical Centers.”  The report was finalized and submitted to both communities in 1994.  The two hospitals were closed and a new medical center was built on land next to Detmer Hospital.  This action led to a long standing distrust of the leadership of UVMC in both communities and economic and political turmoil in Piqua as the city struggled to determine the future use of the Piqua Memorial Hospital building.

                                book is a ledger entitled “Street Oiling.”  This ledger, pages 1-16, lists lot

                                numbers, the owners name, the street frontage of the lot and two columns

                                labeled “Dec” and “June” containing numbers for each lot (the numbers in

                                the two columns are the same for each lot).  The last column lists “paid”

                                and the date of payment.  The dates in the ledger are July and August 1913

                                but the numbers in the “Dec” and “June” columns are too high to be dollar

                                value charges for street oiling.  These 16 pages constitute a valuable list

                                of property owners in Piqua in 1913.

                                                May and November of each year and the charges and payments

                                                and date of charges and payments.  The dates in these records are

                                                from 1918 to 1980.

                24           Weekly Time Book – Recording hours worked by employees in the Utilities

                                                Department – the records include hours worked per day, overtime,

                                                accumulated sick leave in hours and accumulated vacation time in

                                                hours.  Sick leave and vacation used are marked on the days they

                                                are used.  The records in the book are for the entire year of 1966

                                                and for January-March 1973.
