Congressman William M. McCulloch Scrapbook Collection

 

Introduction

 

The Congressman William M. McCulloch Scrapbook Collection was brought to the library by Mr. Michael E. Gutmann who granted permission to copy the scrapbooks.  The scrapbooks were produced by the office staff of Congressman McCulloch while he was in office.  The books contain only four original pictures. The remainder of the content of the scrapbooks consists of newspaper clippings from a variety of sources referring to Congressman McCulloch. 

 

These scrapbooks provide a good overall record of the activities of Rep. McCulloch in all areas of the Congressman’s work and activity.  Most notable is the work of Congressman McCulloch on the House Judiciary Committee in the area of Civil Rights.  Congressman McCulloch played a major role in the adoption of the 1960 Civil Rights Act, the passage of the legislation which would become the 24th Amendment to the Constitution of the United States abolishing poll taxes in federal elections, the 1964 Civil Rights Act and the 1965 Voting Rights Act.  In the case of the 1964 Civil Rights Act, Congressman McCulloch was a major force in securing its passage.  As the ranking Republican on the House Judiciary Committee he shepherded the bill through the House of Representatives, forged the necessary compromises to obtain its passage and in some instances threatened to vote against the bill when some House members tried to back away from or alter compromises already reached.  President Lyndon B. Johnson considered Rep. McCulloch one of the major authors of the bill and thanked him in writing and socially for his work. 

 

The scrapbooks were copied and the copies were accessioned into the Piqua Public Library Archives and Special Collections in June 2009.  The scrapbooks are housed in a single Gaylord 1215 box.  There are no restrictions on the use of these materials.
