1995 HALL OF FAME WINNER William Moore McCulloch (1901-1980) McCulloch moved to Piqua in 1928 and began a law practice with George Berry. He was elected to the Ohio House of Representatives in 1932 and served as House Minority Leader and later Speaker of the House. He was the first House member to be elected to three consecutive terms (1939-1943). He was elected to the United States House of Representatives in 1947 and served as a congressman until 1971. McCulloch is best known for his sponsorship and promotion of the Civil Rights Act of 1964.
